Wouldn't it of been easier to use a really strong interfacing or different structure to maintain the poofy look instead of using the wire that is seen on the skirt? It's such an amazing cosplay, the wires (or whatever it is) is distracting me from the over all photo.
I tried quite a few techniques before I settled on this one, including heat-forming thin PVC pipe into a cage with vertical/horizontal bars (that's about as insanely stiff as you can get!). Because the skirt is so large in diameter (and heavy with so many layers of fabric), there's no way to get it to not fold in on itself without some sort of cross-brace. It's my least favorite part of the costume as well, but I think it's my best solution ^^
Thank you! To be honest, it's not my favorite set in-game, either, but the concept art was so beautiful that I had to make it. I think a few other designs translated better (someday, I'd love to make the Feathered, Exalted, or Human T3 sets)!
I just finished crafting a set of this for my sylvari. I have seen this around on here since you posted it, but after seeing it in game and having the point of reference finally.... your work is stupendous on this. This is just wow for the crafting and attention to detail. Absolutely adding to my favs list now.

I can't say for sure whether it will be worn by the Shining Blades themselves, but it's not fan art - this is official concept art for the game. I've played the last few beta weekend events and it is indeed wearable armor in-game by mesmers and elementalists (and perhaps others) ^^
