I can't say for sure whether it will be worn by the Shining Blades themselves, but it's not fan art - this is official concept art for the game. I've played the last few beta weekend events and it is indeed wearable armor in-game by mesmers and elementalists (and perhaps others) ^^

Thank you, that means a lot! The design was so beautiful and I'm such a huge fan of the game that I put a lot of pressure on myself to get it right, so I appreciate it ^^
